Mr. Raisch represents Colorado municipalities and industries in water quality matters, including the following:

• Establishment of water quality standards and other water quality control requirements.
• Negotiation of discharge permits with state agencies and the U.S. EPA.
• Defense of discharge permit violations.
• Ground water quality regulation.
• Drafting water quality legislation.
• Water quality management planning.
• Obtaining site approvals for municipal facilities.

In the course of his career Mr. Raisch has represented clients in over two hundred hearings and before the Colorado Water Quality Control Commission. Mr. Raisch also represented clients in over one hundred discharge permit renewals before the Water Quality Control Division.

As a public attorney, Mr. Raisch gained a broad range of experience in environmental law. During the latter portion of his tenure at EPA he served as Acting Regional Counsel for the six state Rocky Mountain Region. His duties included advising the EPA regional office on matters concerning the formulation of policy, as well as the implementation and enforcement of federal environmental statutes. Mr. Raisch represented the regional office in its dealings with EPA in Washington, D.C., other federal agencies, state and local governments and industrial and environmental representatives.
